Harrow Council has approved a new Adult Social Care Strategy for 2025-2030, designed to meet the growing needs of an ageing population while ensuring services remain sustainable. The strategy, detailed on page 394 of the meeting minutes1, aims to provide clearer communication, simpler pathways, and stronger partnership working, reflecting feedback from residents and staff.
The decision was made at a Cabinet meeting on Thursday, 30 October 2025, following consultations with residents, carers, staff, and partners. The strategy focuses on several key areas, including supporting individuals in choosing their own goals, valuing carers by providing much better information and advice2, making the best use of resources, and ensuring safeguarding measures are in place.
Councillor Jean Lammiman, Portfolio Holder for Adult Services & Public Health, emphasised the strategy's core principles, stating it's about building on the great work already happening across our borough, helping people live well, stay connected to their communities, and to receive the right care when they need it most.
She also referenced Clute House as a successful example of supported independent living that aligns with the strategy's goals.
The strategy aims to develop an action plan which is totally understood and agreed by everyone and will involve the people who need to be involved.
The Cabinet also noted the consultation findings from residents, carers, staff and partners.
