Greenwich Council is reviewing the management of the Greenwich Foot Tunnel in collaboration with Transport for London (TfL). This decision follows TfL's indication that they will not consider taking on the tunnel's management, nor that of the Woolwich Foot Tunnel. The matter was raised by Councillor Majella Anning to Councillor Calum O'Byrne Mulligan, Cabinet Member for Climate Action, Sustainability and Transport, during a council meeting on Wednesday 29 October 2025.

Councillor Anning inquired whether the council had approached TfL to discuss the possibility of transferring the tunnel's management. In response, Councillor O'Byrne Mulligan stated that a formal approach had not been made because of TfL's position.

Despite this, Councillor O'Byrne Mulligan noted ongoing engagement with the Walking and Cycling Commissioner and TfL stakeholders regarding potential lift replacement and tunnel regeneration activities. He also mentioned a scheduled meeting with the relevant Cabinet Member from Tower Hamlets in November to discuss the long-term future of the Greenwich Foot Tunnel.

The council's engagement with the Walking and Cycling Commissioner focuses on the prospect of lift replacement and tunnel regeneration.

Tower Hamlets' role or interest in the Greenwich Foot Tunnel will be discussed in the upcoming meeting in November, where Councillor O'Byrne Mulligan will meet with their relevant Cabinet Member to discuss the tunnel's long-term future.

The Public Reports Pack from the council meeting provides further details on the discussions and decisions made during the session. The council continues to explore options for improving and maintaining the vital infrastructure link under the River Thames.
