Changes to the Berrylands Area Healthy Streets Scheme have been given the green light by Kingston Council's Surbiton Neighbourhood Committee, following a review of objections to the Traffic Management Order (TMO). The decision, made by the Director of Highways, Transport and Regulatory Services in consultation with local councillors, addresses concerns raised about specific measures within the scheme.

The approved changes affect four key areas within Berrylands:

  • Surbiton Hill Park: Double yellow lines will be installed opposite the bus stops between The Roystons and Chiltern Drive, despite an objection. The director considered the proposal proportionate to the identified safety need.
  • Chiltern Drive / Pine Walk junction: Double yellow lines will also be implemented at this junction, with the director setting aside an objection, again citing safety benefits.
  • Raeburn Avenue / Pine Walk junction: A modified scheme will proceed, with the length of double yellow lines in Pine Walk reduced from 21m to 7m after an objection was partially upheld. The director decided that a 7m restriction would be sufficient to ensure safety and visibility on a 20mph road.
  • Hollyfield Road: Plans to remove parking spaces at the King Charles Road end of the school have been scrapped following significant opposition, particularly from staff at the Your Healthcare premises. An alternative proposal, requiring a new TMO, will be prepared.

The Surbiton Neighbourhood Committee initially approved the Berrylands Area Healthy Streets Scheme on 17 December 2024, which included a number of minor waiting and loading restriction changes. The Surbiton Neighbourhood Committee delegated authority to the Director Highways, Transport and Regulatory Services to consider any objections to the TMO and decide on the way forward.

According to the Decision Notice, the director considered 97 objections to the Hollyfield Road proposal, many of which came from staff at the Your Healthcare premises. The director decided that as significant concerns were raised, an alternative proposal, which would require a new TMO, will be prepared.

Councillor Ian Manders expressed disappointment regarding the decision on Hollyfield Road. He also asked about the single yellow lines at the southern end of Raeburn Avenue. The chair confirmed that there were no objections to it, so it proceeded in line with the TMO.
