Kingston schools are facing challenges due to declining primary school enrollment, prompting discussions and strategic planning within the Kingston upon Thames Schools Forum. The forum met on Monday 23 June 2025, to address this issue, alongside financial updates, the SEND Futures Plan, and the scheme for financing schools.
The drop in Reception applications, with six fewer in-borough applications for September 2025 compared to the previous year, signals a concerning trend. While Kingston's primary schools have historically remained fuller than those in other London boroughs, the managing of falling rolls is a growing concern across the city. Temporary reductions in Published Admission Numbers (PANs) have already been implemented in recent years to mitigate the impact.
Despite the primary school challenges, demand for Year 7 places continues to rise. The council has been working with schools to offer additional places to accommodate every applicant. Looking ahead, the Department for Education (DfE) is reviewing a proposal for a new Church of England secondary school near Kingsmeadow Stadium.
The Schools Forum also addressed financial matters, including updates on the Dedicated Schools Grant (DSG) allocation and budget projections. A projected overspend of £9.995m is anticipated, including £1.5m for Education, Health and Care Plans (EHCPs) that are expected to be approved. Discussions also covered the SEND Futures Plan, aimed at improving outcomes for children with special educational needs and disabilities. The High Needs Block (HNB) Subgroup Terms of Reference were also updated.
Finally, the forum considered updates to the Scheme for Financing Schools, including a provision to pay undisputed energy invoices from a school's budget share.
