Merton Council is upgrading its street works management with new software to improve coordination and communication, and to comply with new government regulations.
The Merton Cabinet convened on Monday, June 23, 2025, to discuss and approve a variation to the existing Environmental Infrastructure Asset Management and Street Works Solution Contract with Causeway. The upgrade includes the addition of 'One.Network' and 'Parkmap' software solutions. The decision aims to enhance efficiency, transparency, and compliance with the latest industry standards.
The 'One.Network' platform will provide an easy-to-use mapping facility on the Merton Council website, offering real-time information on roadworks, street works, highway activities, and events. This is intended to improve communication with residents, businesses, and stakeholders, as noted in the meeting summary. The system will also transmit live road closure updates to navigation apps like Waze and Google Maps.
'Parkmap' will enable the council to meet the requirements of the Digital Traffic Regulation Orders (D-TRO) legislation, which becomes mandatory in 2025. This system will digitize all Traffic Regulation Orders (TROs) and Temporary Traffic Regulation Orders (TTROs), storing them in a central register managed by the Department for Transport (DfT).
The initial first-year costs for 'One.Network' and 'Parkmap' are estimated at £39,000, including training and a bundle discount. The Cabinet delegated authority to the Executive Director of ECP&C to award further extensions or variations to the contract via the Procurement Board for the duration of the contract term.
The council aims to launch the new systems by October 1, 2025, to coincide with the D-TRO mandate. The upgrade is expected to streamline operations, improve public satisfaction, and ensure compliance with evolving regulations.
