Newham Council is reviewing its Savings Delivery Programme as part of its ongoing efforts to manage its budget and provide services to residents. The council agreed to £22m of savings actions in the 2024/25 Budget Setting report, with delivery progress tracked alongside savings not yet fully delivered from previous years' budget reports.
The Audit and Governance Committee of Newham Council convened on Wednesday, 5 November 2025, to discuss the quarterly report on the Savings Delivery Programme, among other key issues. The agenda included updates on various aspects of the council's operations.
The Savings Delivery Programme report was part of the regular internal budget monitoring conducted by the council. The committee noted that the savings delivery target was currently running at 96%. However, the Children's and Young People directorate is facing challenges, with a reported £900k in savings slippage. Furthermore, the committee noted undelivered savings of £2.2m in the directorate, some dating back to the 2021 financial year, which officers advised would be written out of the budget going forward.
The meeting was attended by Councillor Carleene Lee-Phakoe, Councillor Aktharul Alam, Councillor Melanie Onovo, Councillor Thelma Odoi, Councillor Anthony McAlmont, Councillor Anamul Islam, Councillor Terence Paul, Councillor Areeq Chowdhury, Pauline Egan, Conrad Hall, Meinir Hall, Nicole Metivier, Nick Sharp, and Andrew Ward.
