Redbridge Council is considering the introduction of emissions-based charging for resident and business parking permits as part of its Parking Services Strategy. The council is exploring appropriate mitigations for lower-income households in relation to the introduction of emissions-based charging for resident and business permit holders.

The proposal, discussed at the Clean and Green Policy Development Committee meeting on 6 November 2025, aims to incentivise the use of lower-emission vehicles. The council is also exploring mitigations for lower-income households to ensure fairness.

The committee reviewed recommendations from workshops held on 24 July 2025, which also included a review of free visitor vouchers for disabled badge holders. The council is considering replacing these with a free Carer Permit, available to those receiving care at home, regardless of disability status. The council intends to maintain free resident permits for disabled badge holders living in Controlled Parking Zones (CPZs).

Other recommendations under consideration include:

  • Maintaining administration fees for changes to paid permits, but discontinuing the fee for free permits.
  • Introducing a specific three- or six-month permit for foreign registered vehicles owned by residents in CPZs.

The Clean and Green Policy Development Committee agreed to investigate Parking Services and delegated authority to the Chair and Vice Chair to meet with officers to develop the scope and project plan. The Chair met with the Cabinet Member and Officers on 5 June.

The next meeting of the Clean and Green Policy Development Committee is scheduled for 19 January 2026.
