Newham Council has delivered 1,662 'low cost' homes since 2021, according to a report presented at the Council meeting on Monday 10 November 2025. This figure includes all homes delivered and rented at below market rent in the borough.

Councillor Danny Keeling, Deputy Leader of the Green Group and Green Group Business Manager, questioned Mayor Rokhsana Fiaz OBE about the number of genuinely affordable homes delivered in the past four years. The questions were part of the Members Questions submitted to the council.

The published response stated that the 1,662 homes are rented at below market rent. The breakdown includes:

  • 940 London Affordable Rent homes (higher than social rent but lower than affordable rent)
  • 321 Affordable Rent homes (80% of market rent)
  • 401 Social Rent homes (traditional council rent level)

The report also noted that 512 of these completions have come through the Council's Affordable Homes for Newham Programme, with 218 of the units delivered by Populo Living, the council's wholly owned housing company. The council has also purchased 230 homes from the open market which it is renting at a social rent.

The council has set a target to ensure that of the around 5,000 new and replacements homes delivered on estate schemes in Canning Town, Custom House and the Carpenters, at least 50% will be genuinely affordable at social rent levels.
