Croydon's Pension Board reviewed its Breaches of the Law log, revealing instances of missed refund deadlines at a meeting on Thursday, 13 November 2025. The board is responsible for reporting breaches of the law to The Pension Regulator, in line with legislation and the Pensions Regulator's General Code of Practice.

The Fund maintains a Breaches Log, which the Pension Board reviews regularly. The log helps the board monitor and address any failures to comply with regulations and internal policies.

The Public Reports Pack included an extract of the current Breaches Log containing 18 items. Three new entries had been added since the last review, concerning the August 2025 Annual Benefit Statements and failures to pay refunds within regulatory deadlines.

Entry number 17, concerning the 2023/2024 accounts, was updated to reflect the audit opinions issued by the Local Auditor on 18 August 2025. The auditor stated they were unable to obtain sufficient appropriate audit evidence by the backstop date to conclude that the Croydon Pension Fund's financial statements for the year ended 31 March 2024 as a whole are free from material misstatement and that the possible effects on the financial statements of undetected misstatements arising from this matter could be both material and pervasive. As a result, the auditor issued a disclaimer of opinion on the financial statements.

One entry regarding the August 2022 Annual Benefit Statements was removed as it is now over three years old.

The report pack noted that a Breaches Log is maintained by the Fund.

The meeting, held at Bernard Weatherill House and accessible via webcast, covered a range of topics related to the Croydon Pension Fund. Attendees included Councillor Margaret Bird (Deputy Cabinet Member for Health and Adult Social Care), Richard Elliott (Employer Representative), Teresa Fritz (Employee Representative), Ava Payne (Employee Representative), and David Whickman (Employee Representative), among others.

Other matters on the agenda included updates from the Local Government Pension Scheme Advisory Board and The Pensions Regulator, key performance indicators, and the 2025 valuation. The full agenda can be found in the Agenda frontsheet.
