Redbridge Council is set to review its Community Infrastructure Levy (CIL) and conduct a six-week public consultation, following a decision made at a recent cabinet meeting. The council is aiming to encourage various types of development by potentially lowering or removing charges.
The CIL is a charge applied to new developments within the borough to fund infrastructure improvements. The council is currently reviewing its CIL Charging Schedule and updating its Infrastructure Delivery Plan (IDP), which outlines the borough's infrastructure needs and costs.
At the cabinet meeting on 13 November 2025, councillors agreed to publish the Community Infrastructure Levy (CIL) Draft Charging Schedule and commence a six-week statutory public consultation.
Additionally, the cabinet delegated authority to the Director of Planning and Building Control, in consultation with Councillor Vanisha Solanki, Deputy Leader of the Council & Labour Group and Cabinet Member for Finance, to approve minor amendments to the statement of representations' procedure and the CIL Draft Charging Schedule following the public consultation. They also have the authority to submit the Draft CIL Charging Schedule to an independent examiner for Examination in Public, provided no substantive modifications are required after the consultation.
The updated Infrastructure Delivery Plan will be published on the council's website, with the Director of Planning and Building Control, in consultation with Councillor Solanki, authorised to make minor amendments, corrections, and clarifications.
The decisions were made at the cabinet meeting on 13 November 2025, where Councillor Kam Rai (Leader of the Council & Labour Group and Cabinet Member for Growth and Regeneration) and other cabinet members were present. Other topics discussed at the meeting included the Budget Strategy for 2026/27, the Homelessness and Rough Sleeping Strategy 2025-30, and the Modernising Redbridge Programme, as detailed in the Minutes 13th-Nov-2025 19.00 Cabinet.
