Richmond upon Thames Council is set to review its housing allocation scheme to prioritise care leavers. The decision was made at the Education and Children's Services Committee meeting on Thursday, 13 November 2025, and aims to ensure vulnerable young people have access to adequate resources as they transition into adulthood.

Councillor Niki Crookdake proposed referring the council's current housing allocation scheme to the Policy and Performance Review Board (PPRB) to assess whether more could be done to prioritise those with care experience. The committee supported this proposal, voting to refer the matter to the PPRB to establish if there is more that can be done to prioritise those with care experience.
