Willesden Green is set to benefit from a new Health and Wellbeing Integrated Hub, as Brent Council's Cabinet approved the redevelopment of the Gladstone Park Youth and Community Centre site on Monday, 17 November 2025. The hub aims to provide modern health services, community amenities, and wellbeing spaces for some of Brent's most disadvantaged communities, while supporting growth in nearby regeneration areas.
The total estimated cost for the project is £8.02m. In addition to Strategic Community Infrastructure Levy (SCIL) funding, the Northwest London Integrated Care Board (NWL ICB) and the Willesden Green Surgery GP Partnership will provide £5.05m through a combination of direct investment and borrowing. Willesden Green Surgery will cover any capital funding shortfall.
The project, which seeks to transform the disused Gladstone Centre site, garnered enthusiastic support during the Cabinet meeting. The existing Gladstone Park Youth and Community Centre will be demolished to make way for the new hub. To ensure minimal disruption, Kilburn Cosmos Rugby Football Club (KCRFC) will be relocated from the Gladstone Park Youth & Community Centre to the Gladstone Park Pavilion, allowing for vacant possession of the site during construction.
Dr Mohamed Najima, lead GP at Willesden Green Surgery and NHS Brent's Clinical Director for Health Inequalities, highlighted the dire need for expanded facilities. Our practice-registered list size has grown five-fold over just the last seven years, from 3,000 to 15,000 local residents today that we're serving out of a converted makeshift three-bedroom flat,

Councillor Teo Benea, Cabinet Member for Regeneration, Planning & Property, emphasized the project's broader impact. This brings forward a significant regeneration opportunity for the Glaston Park Youth and Community Centre site,
he said. The current building is beyond economic repair, and the proposal before us allows to replace it with a modern health and well-being integrated hub that reflects the needs and aspiration of the local community.
The hub is designed to be more than just a medical facility. It will include community amenities and wellbeing spaces, such as wellbeing studios for community exercise classes and an outdoor paddle court. The Friends of Gladstone Park are expected to make great use of the 200 square metres of community hall and ancillary space. A community pharmacy will also be part of the hub.
Councillor Grahl noted that the new community hall was incorporated into the plans at the request of local residents. Councillor Neil Nerva highlighted the value of the Strategic Community Infrastructure Levy (SCIL) funding to the project. The combination of funding sources is very, very good news, both SIL money, and I think this highlights the value of SIL to the local authority and not just the local authority, but local residents in terms of payback for regeneration

The project has received widespread support, with Councillor Millie expressing her gratitude to Dr. Najima for listening to the council's concerns and incorporating community needs into the plans. The project is expected to be completed by December 2027.
The Willesden Green Health and Wellbeing Integrated Hub report sought approval for the allocation of up to £2.97m Strategic Community Infrastructure Levy (SCIL) funding to support the redevelopment. The cabinet also approved granting a 150-year peppercorn lease to Willesden Green Surgery to enable delivery of the Hub, with the council retaining the freehold. The lease will include clauses to protect health and community uses in perpetuity.
