Croydon Council is set to review recommendations from its scrutiny committees, covering a range of issues from street cleansing to housing and children's services. The recommendations stem from meetings held by the Streets & Environment Sub-Committee and the Scrutiny & Overview Committee in September 2025, as well as the Homes Sub-Committee and the Children & Young People Sub-Committee earlier in the year.

The Croydon Council Cabinet is scheduled to discuss these recommendations at its meeting on 19 November 2025. The Public reports pack contains more information about the meeting.

The Streets & Environment Sub-Committee put forward recommendations concerning waste management and street cleansing, including:

  • Publishing details of road categorisations, cleansing schedules and grading information.
  • Improving resident education on waste reporting.
  • Exploring the use of AI in the 'Love Clean Streets' app to determine waste event types or differentiate between public and private land through geographic intelligence.

The Scrutiny & Overview Committee focused on financial performance and regeneration, recommending:

  • Establishing corporate definitions for the RAG rating system used to assess progress on the Stabilisation Plan within the Financial Performance reports, in order to ensure clarity regarding the status of each element of the Plan.
  • Creating a single landing page for regeneration activity.

Recommendations from the Homes Sub-Committee included:

  • Adding housing-related targets to the Housing department's actions in the Stabilisation Plan.
  • Extending post-placement contact with residents in out-of-borough placements.
  • Exploring compensation clauses in out-of-borough contracts.
  • Undertaking a wider impact assessment on how housing actions affect other departments and the voluntary sector.
  • Including extra care and sheltered accommodation voids in the Stabilisation Plan.

The Children & Young People Sub-Committee recommended exploring ways to share how the voice of the child has been embedded into the design, tendering process and operation of proposed children's homes.

The Cabinet is expected to consider the recommendations and action plans, delegating authority to officers to report back to the relevant scrutiny committees on progress.

At the Cabinet meeting, Councillor Ben Hassel, Chair of Scrutiny, welcomed that concerns regarding the regularity of financial performance reporting have been heard and taken on board. He also highlighted the good work of the adult and social care directorate, which contributed a significant proportion of improvement in the overall protected outturn.

Councillor Jason Cummings responded that it was a very positive meeting with the scrutiny committee, and that the cabinet members were able to answer all questions asked.

The recommendations aim to improve performance management, strengthen governance, and increase transparency for Croydon residents, contributing to the Executive Mayor's Business Plan priorities, including balancing the Council’s books, delivering sustainable services, and promoting good governance.
