Kingston Council is seeking funding from Transport for London (TfL) to redesign the Fountain Roundabout in New Malden, aiming to improve safety for pedestrians and cyclists. Collision investigations have identified the section of the A2043 road from the A3 to the Fountain Roundabout as an area needing review, with a focus on road safety for vulnerable road users. The proposals aim to address pedestrian and cycle safety concerns at the roundabout, improve the junction layout, and enhance the public space and environment, while also considering bus priority.
The Place Committee approved the submission of the proposed schemes listed in Annex 1 of the Proposed Local Implementation Plan (LIP) Programme 2026/27 to TfL at a meeting on 20 November 2025. The committee also delegated authority to the Director of Highways, Transport and Regulatory Services, in consultation with the relevant Portfolio Holder, to approve any necessary adjustments or prioritisation of the proposed schemes if TfL amends the funding levels.
The council's Safer Street bid for the Fountain Roundabout was initially turned down but subsequently approved for £100,000 to support further development of the modelling and engagement. A bid for a further £100,000 will be submitted to continue developing the scheme for consultation, detailed design, and final approval.
Options being considered include roundabout reconfiguration to improve access for pedestrians and bus users, and to enhance road safety for all vulnerable road users, including cyclists. Some members of the New and Old Malden Neighbourhood Committee voiced concerns about any option that may seek to replace Fountain Roundabout with a signal-controlled junction.
The Proposed Local Implementation Plan (LIP) Programme 2026/27 is a three-year programme, and outlines the schemes proposed for inclusion in the second year of the 2025-28 LIP funding bid submission to TfL. TfL provides funding to London boroughs to support local transport improvements that align with the Mayor's Transport Strategy (MTS). The LIP outlines the borough's strategic transport policy and demonstrates how each scheme supports the MTS goals. TfL funding is provided to London boroughs to support local transport improvements that accord with the latest Mayor's Transport Strategy (MTS) goals, as set out in the Greater London Authority (GLA) Act 1999. To obtain funding, the Council must show how each scheme submitted will support the MTS goals. Broadly, the vision is to transform London streets, improve public transport and create more opportunities for new homes and jobs.
