Residents are objecting to a new premises licence application for The House Mayfair, particularly regarding the proposed hours for its roof terrace.
The Westminster Council Licensing Sub-Committee (6) convened on Thursday, 20 November 2025, to discuss the application for a new premises licence for The House Mayfair, located at 24-26 Maddox Street. Councillors Angela Piddock, Md Shamsed Chowdhury (Deputy Cabinet Member - Streets and Lead Member - Edgware Road Champion) and Melvyn Caplan were in attendance.
The application seeks permission for a range of activities, including showing films, playing live and recorded music, providing late-night refreshment, and selling alcohol. A key point of contention is the proposed use of the roof terrace, with one objector noting the applicant's attempt to move the usage limit from 22:00 to 23:00

The premises, according to the report pack, is described as a restaurant to the public (first floor), multi-function space and private members facility over the basement, ground and first to fifth floors, including terraces at fourth and fifth floor level, where members will have access to space to work, host meetings, have treatments and relax and socialise. The fourth floor, including external areas, has a capacity of 143, while the fifth floor, including external areas, has a capacity of 85.
Another objector raised concerns about noise from the outdoor terraces, stating that they can be noisy with drinking, and that the previous club had them open till 22:00 which wasn't too bad, but that midnight was too late for outside areas.
The Licensing Authority has stated that the applicant must demonstrate how they intend to manage any potential risks, including where specific policies apply to the area, and how the policy impacts on their application, and what measures will be in place to mitigate the impact, and must consider all factors which may be relevant to promote the licensing objectives.
Environmental Health has also raised concerns, stating that representations were made as the proposal may adversely impact on the licensing objectives of Prevention of Public Nuisance and for Public Safety, and requested that the applicant contact them to discuss these, after which additional conditions may be requested. Prior to this application, the premises held a licence from December 2018 until it lapsed in February 2025 due to the insolvency of the premises licence holder. The lapsed premises licence had reduced hours and was for a female private members' club and co-working meeting/office space.
The committee also considered other licensing applications, including one for Honest Greens, a restaurant at 21-25 St Anne's Court, and another for Platinum Lace Gentleman's Club, a sexual entertainment venue at Unit 33, Trocadero, 13 Coventry Street. These will be covered in separate reports.
