Westminster City Council has secured a £60 million grant from the Greater London Authority (GLA) to boost its Church Street regeneration project.
The funding, announced at a recent Audit and Performance Committee meeting, will specifically support the development of Church Street Site A, a key component of the wider regeneration efforts in the area. The grant will facilitate the construction of 215 affordable homes, with 184 designated for social rent and 31 for intermediate tenure.
The approval represents a £30 million uplift from the original GLA commitment in 2022, following extensive negotiation and strategic bid development. The first tranche of £24 million has already been drawn down, based on the start of demolition and enabling works, with further payments tied to key project milestones. This achievement not only secures vital housing delivery but also strengthens Westminster's delivery and demonstrates the Council's ability to attract significant external investment. According to the Q2 Performance Report, demolition and enabling works have commenced at Church Street Site A.
The Audit and Performance Committee convened on 24 November 2025, to discuss the Q2 Performance Report, the Q2 Financial Monitor, and the Treasury Management Strategy Mid Year Review, among other items. Councillor Aziz Toki chaired the meeting, which was attended by Councillors Regan Hook, Patricia McAllister, Alan Mendoza, and Ian Rowley.
