Hillingdon Council Leader Councillor Ian Edwards faced scrutiny over key governance weaknesses at a council meeting on Thursday, 27 November 2025, as the council grapples with financial challenges.

Tony Ellis, a member of the public, questioned Councillor Edwards about warnings of key governance weaknesses issued by CIPFA and auditors in February and March 2025, coinciding with the approval of the 2025/26 budget. The question, detailed in the Questions From Public document, asked how the budget could have been legitimately claimed to be robust given these warnings.

Another member of the public, Patricia Wardle, inquired about the Exceptional Financial Support bailout application, questioning the accuracy of a previously stated figure in the region of 40 million , according to the Questions From Public document. These questions were among several submitted by the public that addressed various concerns, including financial stability and spending priorities.

Adding to the pressure, Councillor Jan Sweeting asked Councillor Edwards when he first knew that the Council was effectively insolvent, as detailed in the Questions From Members document. Councillor Sital Punja, Deputy Leader of the Labour Group, questioned whether Councillor Edwards still maintained that Hillingdon has a balanced and lawful budget. Councillor Stuart Mathers, Leader of the Labour Group, asked Councillor Edwards how a £13.9M adverse movement in just two months can possibly be presented as evidence that he and Councillor Martin Goddard, Cabinet Member for Finance, have any control over the Council's financial position. These questions were also detailed in the Questions From Members document.
