Kingston upon Thames is set to upgrade its CCTV infrastructure and relocate the control room to Kingsmill Business Park, following a decision by the Corporate and Resources Committee on Thursday 27 November 2025. The available capital budget for the delivery of all elements of the CCTV Infrastructure (Integrator) upgrade including contingency is £1,718,839.
The move, detailed in the CCTV Integrator Contract Award, aims to improve public safety and security across the borough. The council previously identified that the current CCTV Infrastructure in Kingston is coming to the end of its life and is at risk of incurring high breakdown costs, and partial or complete failure. The upgrade will also support emergency planning response arrangements, acting as a 24/7 repository for emergency response equipment the Council is obliged to hold and deploy during emergency incidents, away from the Main Guildhall/Guildhall 2 in order to mitigate risk.
The committee approved the award of a contract for the supply, installation, and provision of CCTV integrator work packages, which includes connecting the new control room to the wider fibre network and CCTV infrastructure. The project is expected to run from January 2026 to September 2026.

The new location for the CCTV control centre has been identified as unit 6 of Kingsmill Business Park. This new location will allow: relocation of the CCTV Control Centre personnel and equipment, as well as upgrade of and re-provision of control centre monitoring technology; connection to separately upgraded CCTV Infrastructure (both surveillance cameras and ICT/ cabling connections and connectivity) across the borough public areas and within the Council's own Estate. The works involve delivery of the relocation of the CCTV control room and associated integrator elements, to connect the new location with the wider fibre network and CCTV infrastructure, cameras and associated ongoing maintenance.
