Rayners Lane will soon have a red route in an effort to improve road safety, Harrow Council has announced.
The decision, made under an urgency procedure, comes after emergency services raised concerns about access to the town centre due to inconsiderate parking that was severely restricting access for emergency services and creating critical safety risks for both road users and the wider community.
The council hopes the red route will alleviate congestion and improve access for emergency vehicles.
The decision to implement the Experimental Traffic Order (ETO) was made on 2 October 2025 by the Leader of the Council, following reports of significant road safety issues in the area. According to the Information Report - Use of Urgency Procedure - Executive, the current enforcement powers were insufficient to address the problem effectively, a limitation the council aims to overcome with the new measures.
Red routes are roads where stopping to park, load, or alight from a vehicle is restricted. The new ETO will allow the council to enforce parking restrictions via CCTV, a capability not currently available under existing arrangements. The report states that the Red Route would enable the Council to enforce parking restrictions via CCTV, a capability not currently available under existing arrangements.
The council report stated that urgent action was necessary not only to safeguard road users and the local community but also to enable the local highway authority to fulfil its legal duty under the law.
