Merton Council is intensifying its efforts to enforce planning regulations, as demonstrated by a recent report summarising current planning enforcement cases. The Development and Planning Applications Committee reviewed the report at their meeting on Thursday 27 November 2025.

The report, which was part of the Public reports pack, detailed the number of new complaints, closed cases, and enforcement notices issued, underscoring the council's commitment to upholding planning standards across the borough. Violations of planning regulations can lead to serious consequences, including prosecutions. The report pack indicates that there are currently four instructed prosecutions underway.

According to the Enforcement Report November 2025, there are currently 255 active enforcement cases. In the period covered by the report, 15 new complaints were received, and 25 cases were closed. The council issued four new enforcement notices: three breach of condition notices and one enforcement notice. Common violations include issues related to advertisement signs, untidy land, and breaches of condition notices.

  • 94 The Broadway: Action was taken regarding an advertisement sign erected without consent.

  • 27 Abenconway: The council addressed a case of untidy land.

  • Abbey Wall: Action was taken regarding a listed wall collapse/damage.

  • 441 Commonside East: A breach of condition notice was served for non-compliance with conditions attached to planning permission 22/P2700, including details of vehicular access, boundary walls, landscaping, electric vehicle infrastructure, cycle parking, and obscure glazing.

  • 30 Lower Green Road: A breach of condition notice was served for non-compliance with conditions attached to planning permission 20/P0801, including details of external materials, surfacing, boundary walls, refuse storage, and landscaping.

  • 14 Cannon Close: An enforcement notice was served regarding a roof extension.

  • 356 Martin Way: A breach of condition notice was served for the incorrect layout of bin storage and lack of cycle parking.

  • 3 Cranbrook Road: A compliance visit will be conducted by December 2025 regarding landscaping and green roof conditions attached to planning permission 12/P1012.
