Islington Council is progressing with an updated plan to address the accommodation needs of its Gypsy and Traveller communities. The draft plan identifies a number of potential sites for Gypsy and Traveller accommodation, including existing and new locations.

The Executive approved the draft Gypsy and Traveller Local Plan Review - Sites and Policies for consultation at its meeting on 27 November 2025. This decision marks the beginning of a six-week formal statutory consultation (Regulation 19 stage) scheduled for summer 2026.

The council is legally required to assess the accommodation needs of Gypsies and Travellers and identify suitable sites. The current plan was adopted in 2012, and this review aims to modernise it and ensure it meets the community's current needs.

The Executive also authorised the Corporate Director of Community Wealth Building to approve any further changes to the draft plan before the consultation stage.

Following the summer consultation, the draft plan will be presented to the Executive and then to the Full Council for approval. It will then be submitted to the Planning Inspectorate for Independent Examination. The deadline for submission is December 2026.

The council has taken note of the consultation responses from previous consultations, which are summarised in section 7 of the Gypsy and Traveller Local Plan Review, with further detail available in the Consultation Report. The Integrated Impact Assessment, which assesses the sustainability and equalities impacts of the draft plan, was also noted.
