Waltham Forest Council is undertaking a review of its Housing Asset Management Strategy, with discussions held at the Housing and Inclusive Economy Scrutiny Committee meeting on 27 November 2025. The strategy aims to ensure homes meet legal safety standards, improve energy efficiency and address estate regeneration.
The review encompasses a broad range of considerations, from ensuring homes meet legal safety standards to improving energy efficiency and addressing estate regeneration. The Draft Housing Asset Management Strategy 2026-2031 outlines the council's approach to managing its housing assets over the next five years.
Key priorities of the strategy include:
- Safety & Compliance: Ensuring homes meet all legal safety standards, with a focus on fire, gas, and electrical compliance.
- Decent Homes: Achieving and maintaining the Decent Homes Standard, ensuring homes are warm, safe, and in good repair.
- Planned Maintenance & Repairs: Delivering a proactive and efficient repair service, alongside long-term investment in building upkeep.
- Sustainability & Retrofit: Reducing carbon emissions through energy efficiency, fabric-first upgrades, and retrofit programmes.

- Asset Data: Building a robust and dynamic asset database, supported by a rolling stock survey programme.

The strategy also considers sustainability and equality impacts.
