Croydon Council is ramping up its efforts to tackle environmental offences, with a renewed focus on enforcement and community engagement. The council's approach includes educating residents and businesses, alongside stricter enforcement measures. A borough-wide Cleaner Croydon campaign is underway to promote residents' and businesses' duty of care for waste.

At a recent Cabinet meeting, the council highlighted the progress made since April 2025 in delivering a refocused approach to environmental and regulatory enforcement across the Streets and Environment Department.

Since the new Community Compliance Team started in September, they have issued over 100 Fixed Penalty Notices for waste-related offences. These notices are commonly issued for offences such as fly-tipping, failure to adhere to household duty of care, and breaches of commercial duty of care. Early data suggests a reduction in reported fly-tipping in hotspot areas, with cleanliness complaints in some areas falling by more than 60%. The council is using these metrics to measure the impact of the new enforcement measures.

Residents can report issues such as street cleaning requests through the Love Clean Streets (LCS) mobile app, with the council working to improve the app to make reporting easier and more accurate.

The report presented at the Cabinet Meeting highlighted measurable progress since the refocused enforcement was introduced, including:

  • Enhanced cleansing and enforcement across ten town and district centres.
  • Digitisation of the Fixed Penalty Notice process.
  • Action on waste on private land, household duty of care, and commercial duty of care.
  • Joint operations with the police to address unlicensed waste transfer and nuisance vehicles.
  • Enforcement of licensing requirements.
  • Support for Street Champions and Friends groups.
  • Seizure of illegal tobacco and vapes by Trading Standards.
  • Confiscation of Blue Badges and action on parking and traffic offences.
  • Completion of food hygiene inspections.

The cabinet agreed that future updates on enforcement performance are reported to cabinet on an annual basis, ensuring sustained visibility of progress and outcomes against the Executive Mayor’s Business Plan priorities.
