Haringey Council has approved a contract to replace the roof of Block A at Park View School after the discovery of Reinforced Autoclaved Aerated Concrete (RAAC). The decision, made during a Cabinet Member Signing meeting on Monday, 1 December 2025, aims to address safety concerns and ensure the school can continue to provide sufficient places for its students.

The council awarded a contract to Consultant B for construction-related consultancy services, valued at up to £688,956.80, to support the roof replacement. A letter of intent to the value of £100,000 was also approved. The discovery of RAAC in the structural slab of the roof of Block A prompted the urgent action.

In April 2023, concerns about the potential failure of the RAAC led to the immediate vacation of the top floor of Block A, which housed 14 classrooms and office space. While the other floors were deemed safe, the school required temporary accommodation, including 13 classrooms, a shared office, and four toilets. Interim teaching arrangements involved using shared spaces like the sports gym, which was deemed unsustainable.

To address the immediate need for space, a contract was awarded to Portakabin Ltd in May 2023 to provide temporary accommodation by September 2023 for an 18-month period. The construction and installation were completed on schedule, and the rental period was later extended while a permanent solution was developed.

In September 2024, a multi-disciplinary design team was appointed to conduct a feasibility study to determine the best way to remediate the RAAC. Funding for the roof replacement was secured from the Department for Education (DfE) in May 2025. The plan includes removing all RAAC panels from the school and installing a new deck and roof covering on Block A and the affected section of Block B.

The council considered several alternative options, including doing nothing, using in-house resources, inviting open tenders, extending the contract for the feasibility study design team, and using an alternative public sector DPS. However, these options were rejected for various reasons, including non-compliance with regulations and the need for specialized expertise.

The project aligns with Haringey's Corporate Delivery Plan 2024-2026, supporting objectives such as a zero carbon and climate-resilient Haringey and providing the best start in life and successful futures for students. The works will comply with Haringey's Local Development Policies and include the provision of a green roof and the addition of a photovoltaic array to improve building energy costs and reduce thermal build-up.
