Tower Hamlets faces a potential £130 million funding shortfall for infrastructure projects by 2038, according to discussions at a Housing & Regeneration Scrutiny Sub Committee meeting on Monday, 8 December 2025. The total cost to the council for infrastructure projects planned up to 2038 is estimated to be £807 million, according to the HRSSC Spotlight - Regeneration and Infrastructure document.

The council's Infrastructure Delivery Plan (IDP), an evidence base supporting the Local Plan, identifies this gap. The IDP considers the spatial nature of infrastructure requirements, timelines, and cost estimates for projects up to 2038. These projects include schools, healthcare facilities and transport links.

Council officers outlined strategies to address the funding gap, including cost reduction measures and maximising grant income. Cost reduction strategies include:

  • Maximising cost-efficient delivery by developers on-site
  • Co-location of infrastructure
  • Alignment with Assets Strategy and asset maximisation
  • Project cost engineering

Income strategies include:

  • Maximising grant income from the GLA, Government and other sources
  • Exploring investment, sponsorship and partnership opportunities

Other regeneration initiatives discussed included the Lower Lea Valley regeneration project, a collaboration with Newham, Transport for London, and the Greater London Authority, aiming to unlock infrastructure delivery in the Lower Lea Valley. The Whitechapel Road Improvement Programme and the Middlesex Street Regeneration Programme were also mentioned.

Matthew Pullen, Head of Service, Infrastructure Planning, addressed concerns about the funding gap, stating it is relatively modest compared to other boroughs. He outlined strategies to close the gap, including cost-efficient delivery, co-location of infrastructure, and maximizing grant income from sources like the GLA and government. He also mentioned exploring creative options around investment, sponsorship and partnership opportunities.
