Havering Council is set to make key decisions regarding the future of several library sites, with discussions focusing on repurposing, disposal, and ongoing evaluations of community proposals.
The Havering Council Cabinet convened on Wednesday to deliberate on the future of former library premises, among other issues. The meeting, which included a review of a corporate plan performance report and private sector housing enforcement schemes, saw a significant debate surrounding the proposals for South Hornchurch Library, Gideon Park Library, and Harold Wood Library. The Cabinet Report - Update on former library sites FINAL details the proposals.
Concerns were raised about the financial implications and the timing of decisions, particularly regarding the expenditure commitments before firm development plans are in place. Councillor Michael questioned the Cabinet's request to commit funds before key factors like the NHSE funding bid and detailed business cases are known. He asked:
Why is the Cabinet being asked to commit up to £230,000 for potential revenue spent now before the NHSE funding bid, the detailed business case from Gideon Park Children's Association, and the Hornchurch marketing outcomes are known? And what are the maximum total call on reserves you're prepared to accept if these schemes do not proceed as envisaged?
Kathy clarified that the business case referenced in the financial implications related to the Gidea Park site and would be presented to the January cabinet. She also noted that the proposal to recommend disposal of the South Hornchurch site was not attached to a business case, and would be a straightforward disposal.
Councillor Keith acknowledged the recognition of the Harold Wood Foundation and the Friends of Harrowood Library, expressing hope for a more optimistic outcome for Harrowood Library. Despite the discussions and concerns raised, Councillor Ray Morgon, Leader of the Council, confirmed that the recommendations in the report were approved.
The approved proposals include:
- The disposal of the former South Hornchurch Library site. The £110,000 capital expenditure approved for the site is specifically for demolition, should it be required, depending on the interest in the site as is.
- Seeking capital expenditure of £110,000 for the former South Hornchurch Library site.
- Approval in principle for the repurposing of Gidea Park Library into a six-person accommodation for children with disabilities.
- Endorsing a request for capital expenditure for the Gidea Park Library site.
- Noting the ongoing evaluation of proposals received from Harold Wood Foundation to use the Harold Wood Library as a site for community use. The evaluation is ongoing.
The Cabinet's decision sets the stage for significant changes in the use of these former library locations, with potential impacts on community services and local development. Further details and business cases are expected to be presented in the coming months.
