Enfield Council is set to explore potential locations for new schools catering to students with special educational needs (SEN), following a Cabinet meeting on Wednesday, 10 December 2025. This decision follows uncertainty surrounding the delivery of two proposed SEN schools through the SEN Wave Programme, as the Department for Education (DfE) has paused progressing these schemes while the government reviews commitments made by the previous administration.

As a result, the Cabinet has approved feasibility studies for the Addison House project to deliver SEN satellite provision and to identify appropriate sites for large-scale SEN provision development. The SEN satellite provision at Addison House will cater to secondary place a special free school (11–17-year-olds) for pupils with autism and complex learning needs.

To fund these feasibility studies, the Cabinet has approved the allocation of £250,000 from capital receipts generated from the sale of vacant Caretaker Houses as revenue expenditure. Following the sale of an additional vacant property, the total number of disposals is now eight.

The Public Reports Pack indicates that an updated Pupil Place Strategy, which will consider options for large-scale SEN provision, is scheduled to be completed in June 2026. Decisions about school locations are expected to be made after this date.
