Kingston upon Thames will continue to operate under a committee system form of governance, following a decision made at a council meeting on Tuesday, 16 December 2025.

The council resolved to maintain its current governance structure, as permitted by section 9B(1)(b) of the Local Government Act 2000. Councillors restated their position that the committee system provides clarity, accountability and inclusivity in local decision-making, supporting the democratic interests of the community.

The decision comes amid potential changes outlined in the English Devolution and Community Empowerment Bill, which initially proposed a shift to a leader and cabinet model. However, amendments laid before Parliament in the week beginning 24 November would allow councils already operating under a committee system to continue doing so, provided they pass a resolution within the last five years before the new provisions take effect. The Committee System Report details the council's reasoning for retaining the committee system. The motion passed at the Corporate and Resources Committee on 27 November 2025 supported retaining the current system.

The council had previously adopted a committee system in May 2012. The Agenda frontsheet shows that the council was asked to resolve to continue to operate a committee system form of governance.

To ensure transparency, the council will publicise its decision in a local newspaper and make the resolution available for public inspection at the council offices.
