Camden Council has established new procedure rules for remote meetings under the Licensing Act 2003. The decision was made at the Licensing Panel A meeting on Thursday, 18 December 2025, to ensure the smooth and effective operation of remote licensing hearings.
The updated guidance addresses the need for clear procedures in remote meetings, covering aspects such as preparation, conduct, and handling of confidential items. The changes are detailed in the Guidance on Remote Meetings held under the Licensing Act 2003 and Associated Regulations.
The panel, consisting of Councillor Shah Miah (Chair), Councillor Sharon Hardwick, and Councillor Patricia Leman (Deputy Mayor), agreed upon the guidance, which outlines the expected conduct and procedures for all participants in remote licensing meetings. Participants include committee members, other councillors, officers, external partners, and deputees. The council ensures that all participants are aware of the new guidance, which includes advice for participants, who are defined as:
members of the committee; other councillors who seek to address the committee; officers advising the committee or presenting reports; any external partners / third-parties invited to address or advise the Committee; and deputees (including any member of the public with speaking rights).

The meeting will be broadcast live via www.camden.gov.uk/webcast. According to the agenda, unlike most meetings in Camden, Licensing Panels do not allow members of the public to speak at the meeting unless they have made a valid representation during the consultation period.

The council also reiterated its policy of writing minutes in a way that does not misgender individuals.
