Harrow Council is set to discuss private sector housing licensing at a Cabinet meeting on 18 December 2025. The council will review selective licensing and licence conditions for private sector housing, aiming to ensure quality and safety standards are met across the borough.

The review of selective licensing and license conditions is needed to address specific problems or issues in Harrow's private sector housing, as detailed in the Cabinet Report November 25 Private Sector Housing consultation feedback.

The Cabinet will consider the Private Sector Housing - Selective Licensing and Licence conditions report. This report includes feedback from consultations, proposed conditions for Houses in Multiple Occupation (HMOs) for 2025, and selective licence conditions. The proposed new conditions for HMOs in 2025 are outlined in HMO Conditions 2025.

The proposed HMO waste scheme, including implementation and enforcement details, can be found in HMO waste scheme Proposed.
