Concerns have been raised by residents and environmental health officers regarding a late-night venue's licence review in Tower Hamlets.
The Licensing Sub Committee of Tower Hamlets Council met on Thursday, January 8, 2026, to consider an application for Vittoria Wharf Studio, located at 10 Stour Road, London E3 2NT, to extend its hours for the sale of alcohol and the provision of recorded music.
The application sought to allow alcohol sales and recorded music until 3:00 AM on Fridays and Saturdays, with a 30-minute dispersal period. This request significantly exceeds the council's framework hours for such activities, which typically end at midnight on Fridays and Saturdays. The Tower Hamlets licensing framework hours are generally Monday to Thursday: 06:00 to 23:30; Friday & Saturday: 06:00 to 00:00 (midnight); and Sunday: 06:00 to 22:30. Deviations are scrutinised due to potential impacts on preventing public nuisance, crime and disorder, and the effect on residential areas, particularly within Cumulative Impact Zones like Brick Lane.
Environmental Protection officers and several local residents lodged objections, citing concerns about public nuisance and the potential for increased crime and disorder. Objectors presented noise diaries detailing repetitive bass music
and excessive repetitive bass vibration noise
audible within homes, causing sleep disturbance. Residents also reported general litter and mess left by patrons,
including bottles (some broken), discarded drinks, food packaging,
and instances of people hanging around the area after events - often intoxicated, shouting, breaking glass, and even urinating near the building.
The premises is within the Brick Lane Cumulative Impact Zone and has noise sensitive premises: residential premises in close proximity at 10 Quaker Street.
Furthermore, a new residential development at 90 Monier Road is set to be completed soon, with units located approximately 45m from the studio's north wall.
Residents expressed worries about noise disturbance, particularly from amplified music and patrons congregating outside the venue during the early hours. They pointed to previous complaints and a prior licence application refusal in May 2025. The refusal was primarily due to concerns about public nuisance emanating from patrons dispersing at later hours, with the Sub-Committee noting that no conditions would adequately address the noise from departing patrons. The committee also considered the requested hours to be significantly beyond framework hours and noted a lack of meaningful or proactive community consultation
by the applicant.
Conversely, supporters of the application, including local residents and individuals within the music industry, highlighted the venue's professional management and its positive contribution to the community. They argued that the venue is well-managed and that the proposed extension would support its financial sustainability. Vittoria Wharf Studio has proposed several mitigation measures, including a robust dispersal policy
with signage, last orders, staff engagement during a 30 minute cooling down time,
ceasing music and increasing lighting at closing, and staff encouraging patrons not to congregate outside. They have also invested thousands of pounds on acoustic surveys & completing the recommended remedial works to manage noise escape,
including soundproofing measures and fitting a sound limiter. They also offered to accept a condition of last entry of 01:45.
The Met Police confirmed they were satisfied with the dispersal policy and procedures after witnessing their implementation.
The decision on the Vittoria Wharf Studio application was adjourned to allow for further consideration of noise and dispersal issues. The Licensing Sub Committee expects to receive specifications of the noise plans from the applicant within seven days. A site visit may be arranged within seven to 14 days, and parties are encouraged to engage in dialogue to narrow issues. The decision is expected to be brought back ideally within the next four weeks.
