Hackney Council's Procurement Board has approved the awarding of contracts for regeneration advisory services, a move aimed at enhancing the borough's development and economic growth initiatives.
The board met on Tuesday, January 13, 2026, and rubber-stamped agreements for Development Advisory Lot 1 and Valuation Advisory Lot 2 services, crucial for the Hackney Regeneration Programme. Bidder B secured the Development Advisory contract for three years, with an option for a one-year extension, while Bidder C was awarded the Valuation Advisory contract for the same duration. The contract award was approved on January 13, 2026, with the intention of allowing for a timely transition and start by early 2026, as the previous commercial advisor/valuation contract was set to expire.
These services will be instrumental across Hackney's Housing Regeneration & Delivery and Regeneration & Economic Development departments. Specific projects mentioned include the Woodberry Down Regeneration Programme, the 55 Morning Lane programme, and Nightingale Phase 2. The total value of these contracts amounts to £1,388,126.36, excluding VAT. This total is broken down as follows: Lot 1 (Development Advisory) at £1,030,138.30, and Lot 2 (Valuation Advisory) at £357,988.00.
The decision follows a competitive selection process conducted through the Homes England Property and Financial Professional Services Framework. The evaluation criteria for the bids consisted of 60% quality and 40% price. For Lot 1, the quality criteria included methodology, service delivery & programme management, resourcing, and social value & sustainability. For Lot 2, the quality criteria included methodology, resourcing, and social value & sustainability. The price element was based on submissions in the pricing schedule.
For Lot 1, Bidder A and Bidder C were also considered. Bidder A ranked second with an overall score of 76.14%, while Bidder C ranked third with an overall score of 62.62%. For Lot 2, Bidder A and Bidder B were also considered. Bidder A ranked third with an overall score of 65.86%, and Bidder B ranked second with an overall score of 69.09%. Bidder B (for Lot 1) and Bidder C (for Lot 2) were recommended for award due to achieving the highest overall scores, demonstrating a strong balance of quality and price.
Both successful bidders demonstrated a strong balance of quality and price, with a particular emphasis on social value commitments. Bidder B and Bidder C committed to providing one Level 5 (higher) apprenticeship placement to a Hackney resident, a minimum of one paid work experience placement of 2-4 weeks per year of the contract, and a minimum of one unpaid work experience placement of 1-2 weeks per year of contract for young Hackney residents of school and college age, as well as for young people with higher needs. In addition, they committed to providing training to Hackney staff, pro bono expert property advice to Hackney small businesses, volunteering, and community support.
These services are intended to support Hackney's regeneration ambitions by assessing the feasibility and viability of land and sites for regeneration and redevelopment, and providing land, commercial, and residential valuations to inform decision-making. This includes supporting the delivery of new homes, commercial and cultural space, public realm improvements, and community uses, particularly in growth areas and town centres.
