An InPost parcel locker at Chelsfield Station Car Park is facing refusal after Bromley Council's Plans Sub-Committee No. 1 raised concerns about its impact on the green belt. The committee met on Thursday 26 June 2025 to discuss the retrospective application for the locker's siting, among other planning matters.

The planning officer is recommending refusal of the application, citing the locker as inappropriate development in the green belt that results in substantial harm to the openness of the green belt. The officer's report states that no very special circumstances have been demonstrated to outweigh this harm.

The committee, comprised of Councillor Shaun Slator (Chairman, Plans Sub-Committee No. 1 & Vice-Chairman, Executive, Resources and Contracts PDS Committee), Councillor Christine Harris (Vice-Chairman, Plans Sub-Committee No. 1), Councillor Graeme Casey, Councillor Kira Gabbert (Chairman, Children, Education & Families PDS Committee), Councillor Colin Hitchins (Vice-Chairman, General Purposes & Licensing Committee), Councillor Charles Joel, Councillor Kevin Kennedy-Brooks, Councillor Tony McPartlan, and Councillor Alexa Michael (Chairman, Development Control Committee), also considered other planning applications at the meeting, which can be found on the Bromley Council website.

Other applications included:

  • A proposed garage conversion at 9 Hathaway Close, Bromley, which the planning officer is recommending be permitted.
  • A proposed demolition of garage and outbuildings at 91 Grange Road, Orpington, with single-storey front, side and rear extension, hip to gable extension with rear dormer and single-storey detached outbuilding with decking to rear of garden, which the planning officer is recommending be permitted.
  • A proposal for alterations to existing windows and creation of new openings for fire escapes at Manorfields, Avalon Road, Orpington, which the planning officer is recommending be permitted.
  • Two applications relating to the former Bromley Civic Centre, where SLD Galliard Developments Ltd and BDL (Civic) Limited, seek to convert the Stockwell Building and North Block to provide 65 and 63 residential units respectively. The officer's report recommends that prior approval is refused for both applications.
