New housing developments in Chadwell are expected to exacerbate existing pressures on school places in the area, councillors have been told.
Schools in Chadwell and Wanstead are already oversubscribed, with new housing developments anticipated to further increase demand. Councillor Anne Marie Sachs highlighted this concern during a Children and Young People Policy Development Committee meeting, noting that planned developments near the A12 would place additional strain on local schools like Grove Primary.
Officers acknowledged the complexity of managing these demographic shifts and stated that a strategy is being developed to address the changes over the next three to five years. This strategy aims to manage changes in school rolls and includes measures such as reviewing admissions criteria, particularly for academies like Chadwell Heath Academy which has a limited catchment area. A plan to assess current resources, identify gaps, and outline how the new SEND framework will be delivered is also part of the strategy. This will involve engaging with partners, reviewing data and baselines, and learning from best practice.
Initial work on the strategy is underway, with the council working at pace. While the development phase is expected to take three to five years, the specific implementation timeline beyond this is not yet clear.
Concerns have been raised about the need for stakeholder engagement, with parents being identified as a key partner in the planning process. One school has already consulted on a reduction in its published admissions number (PAN). The meeting information indicates that stakeholder engagement with families and service providers is a requirement for developing the SEND plan.
