Redbridge Council's Cabinet has approved the direct commissioning of specialist integrated sexual health services (ISHS) to Barts Health NHS Trust and Barking, Havering and Redbridge University Trust (BHRUT). The decision, made at a Cabinet meeting on Monday, January 19, 2026, aims to continue the transformation and improvement of these vital services.
This direct award of contracts follows a period of successful service delivery since 2017, which has seen improved outcomes for residents despite challenges such as the Covid-19 pandemic and rising rates of sexually transmitted infections (STIs). The council noted a 40% increase in the provision of Long-Acting Reversible Contraception and a 55% increase in the uptake of preventative HIV medication.
Under the proposed arrangements, Barts Health NHS Trust is set to receive a five-year contract, with potential for up to three additional one-year extensions, valued at an estimated maximum of £3,964,198. BHRUT will be awarded a five-year contract with two optional one-year extensions, with an estimated maximum value of £7,311,438.54. These contract lengths are designed to allow both contracts to conclude simultaneously, facilitating further integration and efficiency across North East London. This simultaneous conclusion is intended to allow both contracts to end at the same time and explore further integration and efficiencies for both Trusts across NEL.
The decision to opt for a direct award, rather than a competitive tender process, was deemed acceptable under the Provider Selection Regime (PSR) regulations. This was based on the satisfactory performance of the incumbent providers, the absence of significant changes in contract value or scope, and the lack of a competitive market for such specialist services. The market is considered lacking due to financial unsustainability for providers and the logistical and financial barriers to entry, with many specialist sexual health services across London reportedly operating at a loss.
Newham Council will lead the procurement process for Barts Health NHS Trust on behalf of Tower Hamlets, Waltham Forest, and Redbridge. Barking and Dagenham Council will lead the procurement for BHRUT, working with Havering and Redbridge.
Commissioners will ensure quality and value for money through detailed evidence of how Key Performance Indicators (KPIs) within the service specification will be met, with these KPIs being enforceable under the contract.
