Havering Council's Cabinet has approved ambitious regeneration plans for Havering Wates, Rainham, and Beam Park, paving the way for significant development and investment across these key areas. The decisions were made during a meeting on Wednesday, January 28, 2026.

For Havering Wates, the focus is on regeneration schemes, with the approval of the Havering and Wates Joint Venture (JV) LLP Business Plan for 2026/27. This includes progressing design development, surveys, and contractor pricing. Authority has been delegated to enter into Pre-Construction Services Agreements (PCSAs) within approved budgets to facilitate this work. However, work on later phases of the Havering Wates project is currently paused and likely to remain so for the next 12 months.

In Rainham and Beam Park, the Cabinet approved the business plan update for 2026/27. This includes the adoption of a management strategy for commercial and residential sites now owned by the council, and a placemaking strategy to influence the development plan for the area. The management strategy aims to maximize revenue, minimize voids, and minimize holding costs for these sites. The current status of the Rainham and Beam Park Regeneration LLP in light of delayed regeneration plans was also noted.

Financial support necessary to deliver these recommendations for Rainham and Beam Park was approved. For Havering Wates, authority was delegated to prepare, submit, accept, and utilize external grant-funding bids, and to enter into any related funding or forward-funding agreements required to support delivery of the Havering and Wates Regeneration LLP programme and the wider 12 Sites regeneration programme, provided such agreements remain within previously approved budgets. The Cabinet also noted updated viability assessments and financial implications for the Havering and Wates Regeneration LLP Business Plan 2026/27, delegating authority to make adjustments within approved Cabinet budgets as required to maintain programme viability.

Furthermore, authority was delegated to enter into a demolition contract for Phase 1 of the Farnham and Hilldene regeneration, subject to land assembly. The public ballot was in favour of the Council's regeneration proposals for Farnham and Hilde in the District Centre, and the Council is decanting occupiers from the Phase 1 area. A further 104 affordable homes are planned in this initial phase in advance of regeneration works commencing.
