Wormwood Scrubs Charitable Trust Committee members were informed of a review into Public Space Protection Orders (PSPOs) concerning dog walking in the area during a meeting on Wednesday, February 11, 2026. The Council is reviewing the PSPO and areas of prohibited access, including the newly designated local nature reserve. These proposed changes will be subject to public consultation before the order is amended.
The community safety report, covering June to September 2025, detailed the work of the Law Enforcement Team (LET) in and around Wormwood Scrubs. The report highlighted the challenges of enforcing PSPOs across the 200-acre open space, which has 11 entrances. The LET comprises 72 uniformed officers and operates 24/7, 362 days a year, conducting high-visibility foot patrols at various times with a focus on periods when anti-social behaviour and PSPO breaches are most likely to occur. LET staff dedicate more time to Wormwood Scrubs than any other park or open space in the borough, though specific resource allocation for the Scrubs alone is not detailed.
Osama El-Amin, the Trust Manager, noted that while fixed penalty notices (FPNs) had been issued to two companies whose dog walkers had shown slight behavioural improvements, the Council was actively reviewing the PSPO. El-Amin undertook to gather more detailed information from LET officers regarding the impact of FPNs on dog walkers' behaviour.
