A planning application for a single-storey side and rear extension at 28 Victoria Avenue in Wallington, belonging to Jayne McCoy, a Sutton councillor, was reviewed by the Sutton Council Planning Committee on 2 July 2025.
The application was referred to the committee because the applicant is a member of the council and Chair of the Planning Committee. According to the Planning Committee Agenda, the committee ultimately voted to grant planning permission.
The proposed extension includes a 4-metre deep rear extension along the boundary with number 30, reaching a maximum height of 3.1 metres. Additionally, a 7.2-metre deep side extension along the boundary with number 26, with a maximum height of 3.4 metres, is planned. According to the Public Reports Pack, both extensions will be constructed using materials that match the existing dwelling.
According to the Committee Report, the application received no letters of representation. The committee found that the proposal would not adversely affect neighbouring properties, trees, biodiversity, parking or highway safety. The report also referenced consideration of Policy 28 Character and Design and Policy 29 Protecting Amenity of the Sutton Local Plan 2018, and SPD4 The Design of Residential Extensions.
Conditions for the approval include ensuring that external materials match the original building and that the flat roof sections are not used as a terrace or amenity space. The rationale behind preventing the use of the flat roof as a terrace is that such a use could be harmful to the existing amenities of the occupiers of neighbouring residential properties as a result of overlooking and loss of privacy and the generation of noise and disturbance in accordance with Policy 29 of the Sutton Local Plan.
The Decision Notice also stipulates that the development must begin within three years.
