Haringey Council has approved a significant investment to tackle housing disrepair across the borough, with a new contract set to improve the condition of four council-owned hostels in Muswell Hill.
Councillor Sarah Williams, Cabinet Member for Housing and Planning (Deputy Leader), has signed off on a £3.6 million contract for the refurbishment of these properties, located at 9, 32, and 39 Queens Avenue, and 19 Princess Avenue. The 12-month contract, running from April 2026 to March 2027, will see extensive works including structural repairs to address underlying defects, roof and external fabric improvements, communal space refurbishments, and the replacement of windows and doors.
Decarbonisation measures, such as air source heat pumps and solar panels, will also be implemented to improve energy efficiency. These upgrades aim to raise the hostels' Energy Performance Certificate (EPC) rating from D/E to C. This increase is expected to significantly improve thermal performance, reduce carbon emissions, and support the Council's Net Zero Carbon commitments, aligning with the objectives of the Council's Affordable Energy Strategy 2020-2025 to reduce residents' fuel bills.
Fire safety upgrades are also a key component of the refurbishment. These will include replacing entrance doors with fire-rated components, installing compliant fixtures and fittings throughout communal and individual areas, and enhancing compartmentation within roof voids and between units to limit the spread of fire.
The decision to proceed with a standalone procurement for the hostels was driven by the urgent need to upgrade the properties and maximise income generation. Most rooms in the hostels are currently vacant, impacting the council's ability to generate revenue.
Tenderer A was awarded the contract after submitting the most advantageous tender, scoring 97.75% for a balance of price and quality. A Letter of Intent for £360,000 has been issued to allow the contractor to begin ordering supplies. The contract for the refurbishment works will run for 12 months, with the financial completion of the scheme expected by August 2027.
