Barnet Council is grappling with significant challenges in recruiting and retaining staff for its early years sector, a problem exacerbated by low pay and long hours, which has been identified as a national issue.

The concerns were brought to light during a meeting of the Children and Education Overview and Scrutiny Sub-Committee on Thursday, March 12, 2026. While the council's Annual Child Care Sufficiency Assessment indicates that overall childcare provision across the borough is adequate, two specific wards – Burnt Oak and Golders Green – have been flagged for closer monitoring due to potential sufficiency issues.

To combat the staffing shortage, Barnet Council is collaborating with Barnet and Southgate College to attract graduates to the early years profession. Furthermore, the council is providing support to nurseries through various means. This includes offering free advertising on the council's website to reduce recruitment costs for nurseries, and facilitating recruitment drives via network meetings and open days.

Beyond these recruitment initiatives, the council is also providing capital funding to help expand existing provision and roll out new offers, particularly for wrap-around childcare. However, no other specific incentives for nurseries have been detailed.

Despite these efforts, the national shortage of early years staff remains a pressing concern. The committee was informed of the council's commitment to supporting nurseries, but acknowledged that addressing the fundamental issues of pay and working conditions is proving to be a complex challenge.
