Merton Council's Overview and Scrutiny Committee has discussed the anticipated impact of the Renters' Rights Act on the borough's housing situation, with particular concern over its potential effect on the availability of private rental properties.

The committee met on Wednesday, March 11, 2026, to review various council matters. Concerns were raised that some landlords might exit the private rental market in response to the new legislation, thereby reducing the number of available properties.

The council anticipates that the Renters' Rights Act will reduce the need for temporary accommodation placements, a projection based on the fact that Section 21 evictions will not be legal under the new legislation. 1 However, uncertainty remains regarding the Act's overall impact on property availability.

To address potential landlord concerns and mitigate exits from the private rental market, Merton Council engages with landlords through a twice-yearly forum. These forums serve as opportunities for dialogue, to seek landlord views, and to provide training. 2 In addition to council inspections, Merton participates in 'Setting the Standard,' a London-wide inspection regime for rental properties.
