Greenwich Council is facing a projected funding gap of approximately £100 million by 2030, a significant financial challenge that was discussed at the Organisation and Communities Scrutiny Panel meeting on Thursday, March 12, 2026.

Councillor Denise Hyland, Cabinet Member for Finance, Resources and Social Value, presented an update on the council's financial position, highlighting that while most objectives are on track, the Medium Term Financial Strategy indicates substantial budget gaps over the next four years. The council is actively seeking ways to optimise its use of revenue and capital resources to address these challenges.

A key factor contributing to the financial outlook has been the Fair Funding Review, a reform of the local government finance system. Initial proposals of the review had indicated that Greenwich would potentially receive a significant reduction in central funding, which would have had detrimental impacts upon the delivery of services and the financial resilience of the council. However, through extensive lobbying of Government and participation in discussions and representations, including those prepared by the Ministry of Housing, Communities & Local Government (MHCLG), the Society of London Treasurers, and London Councils, the council achieved a more favourable outcome than initially anticipated. The continuation of the Recovery Grant for the duration of the three-year settlement was noted as a positive development.

Despite these efforts, the projected budget gaps across the next four years remain substantial, estimated at around £100 million by 2029/30. The Medium Term Financial Strategy will continue to be updated to reflect evolving economic conditions and geopolitical events that may impact local government finances through inflationary pressures and interest rate changes.

The council is also exploring ways to optimise its use of revenue and capital resources to address these funding challenges, including securing returns on investment for the benefit of the borough.
