Hamilton Close estate is set to undergo a significant safety and improvement programme, with a contract worth £1.9 million awarded for major works.

The project will see substantial upgrades to seven blocks of three-storey flats on the estate. Key improvements include the replacement of timber-framed communal entrances with a modern aluminium curtain walling system, the application of fire-rated coatings to communal areas, and the renewal of floor coverings.

These works were prompted by updated Fire Risk Assessments that identified significant fire safety deficiencies within the communal spaces and external areas. Specifically, a potential fire-safety breach at the interface between the main entrances and the external cladding was noted. The assessment highlighted that in replacing the timber structure of the main entrance, the junction between the existing cladding would be disrupted, compromising the integrity of the fire-stopping measures at that point. The revised scope ensures compliance with current fire safety standards.

In addition to fire safety enhancements, the programme will also address fabric repairs to masonry and brickwork, minor roof repairs, and the renewal of rainwater goods. The project also incorporates energy efficiency measures, such as upgraded external wall insulation and high-performance glazing, aligning with the council's commitment to achieving a net-zero-carbon borough by 2041.

The decision to proceed with these works was made by Councillor Sarah Williams, Cabinet Member for Housing and Planning (Deputy Leader), at a meeting on Monday, March 16, 2026. The contract has been awarded to Tenderer A for the sum of £1,909,942.00. This decision is detailed in the Public reports pack 16th-Mar-2026 12.30 Cabinet Member Signing.

The works are scheduled to commence with contractor appointment and mobilisation in April/May 2026. The estimated handover is anticipated for April 2027, with final sign-off and the end of defects planned for March 2028. Leaseholders will contribute to the costs, with an estimated total recovery of £310,780.00, averaging £6,906.00 per leaseholder, subject to the restrictions imposed by the Building Safety Act 2022.

Although the works are primarily external, the council has engaged with residents and stakeholders. Communications have been issued to affected households, and Resident Liaison Officers have been appointed to support engagement, respond to queries, and ensure that disruption is minimised. Residents will also be invited to choose colours for communal decorations and flooring.
