Southwark Council has reassumed control over the future phases of the Aylesbury Estate regeneration, a significant shift that will see the local authority directly manage the development of Phases 2C, 3, and 4.

The decision, made at a Cabinet meeting on Monday, March 16, 2026, involves a variation to the Development Partnership Agreement (DPA) with Notting Hill Genesis (NHG). NHG will, however, continue to complete three existing phases of the renewal project: Plot 18, FDS C, and Phase 2B.

Councillor Helen Dennis, Cabinet Member for New Homes and Sustainable Development, explained that the change in the relationship with NHG was a mutual decision, driven by the need to accelerate progress. Residents want us to move faster, she stated. The decision acknowledges the complexities encountered in delivering the Aylesbury Estate plans, including legal challenges and resident concerns regarding the pace of development.

These challenges were partly due to a judicial review (JR) of the Phase 2B planning application, R (Dennis) v London Borough of Southwark. The High Court ruled that NHG's drop-in Full Planning Application for Phase 2B was physically incompatible with the Masterplan's continued delivery under the Outline Planning Permission (OPP), potentially rendering the OPP void and leading to further complications.

Under the varied DPA, NHG will develop Phase 2B, which encompasses Wendover 241-471, Padbury, Ravenstone, and Winslow. This phase will deliver 640 new homes, with 41% (50% by habitable rooms) designated as affordable. Of these affordable homes, 66% will be social rent and 34% intermediate, with Southwark Council retaining 100% nomination rights to the social rent properties. NHG will also continue with the development of FDS C, providing 321 homes, of which 41% (50% by habitable room) will be affordable, including 56 social rent homes for which the council will have full nomination rights. The demolition and clearance for FDS C occurred in 2019, with delivery of these homes expected this year. NHG will also continue development and management services for Plot 18, with the final civic spaces and highways nearing completion.

NHG will relinquish its rights and obligations for the remaining 'future' phases of the estate renewal, which will now be managed by Southwark Council. A future Cabinet meeting will receive a report detailing the revised plans for these phases. The specific impact on the types and affordability of homes in these council-managed phases is not yet detailed.

The regeneration of the Aylesbury Estate, initiated in 2004, aims to create approximately 4,200 new homes, alongside community facilities, green spaces, and improved public infrastructure. This project replaces the original 1960s housing stock with modern, energy-efficient dwellings.
