Havering Council is set to review traffic calming measures on Albert Road and Victoria Road following concerns raised by a local councillor about moving traffic violations.
Councillor Jane Keane highlighted an increase in moving traffic violations in the area, noting that 872 such violations were issued in 2025, up from 767 in 2022. The most prevalent violation discussed is a no right turn
order, enforced by a Motor Traffic Convention camera at the junction of Victoria Road into Albert Road. Councillor Keane expressed concern that every single one of those tickets represents a possible head-on collision that other people are seeing, and it is a deterrent to being active travel.
She also mentioned a recent injury at the junction involving a woman being hurt, though the exact nature of the injury and its direct relation to a moving traffic violation was not explicitly stated.
In response, Councillor Barry Muggleston, Cabinet Member for Environment and Deputy Mayor of Havering, stated that the 'no right turn' order is in operation and is enforced by a Motor Traffic Convention camera to fine motorists for contravening the illegal movement. He noted that collision data between 2020 and October 2025 showed only three slight injury collisions. According to Councillor Muggleston, this low number of personal injury collisions does not indicate that the banned movement is currently presenting an immediate issue in terms of road safety.
He explained that this data would not meet the specific criteria used by Transport for London (TfL) for eligibility for road safety engineering funding, nor would it place the junction on the Programme for Road Safety Engineering or the TfL Local Implementation Plan.
Councillor Muggleston encouraged Councillor Keane to submit a validation request for a more detailed review of the junction. He reiterated that while officers would re-examine the junction upon receiving a validation request, current data did not provide sufficient evidence to justify implementing further traffic measures that would be fundable by TfL.
