Harrow Council's Planning Committee has reported a significant increase in its success rate for planning appeals, reaching 84.7% for dismissed appeals in the fourth quarter of the 2025 calendar year. This marks a substantial improvement from the previous year's rate of 65%.

During the fourth quarter, from October 1st to December 31st, 2025, a total of 22 appeal decisions were dismissed. The committee reviewed this quarterly appeals report on Wednesday, March 25, 2026.

Planning officers attributed the improved success rate to interventions within the teams and robust policies within the development plan. The officer presenting the appeals report further elaborated that the success reflects many interventions that we're taking within the teams, making sure that we're actually making the right decisions, interrogating developments against the policies of the development plan.

Councillor Christopher Baxter commended the positive results, stating that the report vindicated the decision to start presenting these reports to the committee and the adoption of the local plan. He added, It is proof that it's a good thing to do.
