Businesses at South Dock Marina are worried about potential displacement due to proposed rent increases following a planned refurbishment of the boatyard. The Southwark Council Planning Committee (Smaller Applications) met on 1 July 2025, to discuss planning application 23/AP/3273 for the refurbishment of South Dock Marina at Rope Street, London SE16 7SZ, and heard concerns raised by the Southwark Law Centre and South Dock Marina Berth Holders Association (SDMBHA).
The Southwark Law Centre, representing the SDMBHA, stated that multiple marine and non-marine based businesses indicated that they would only be able to afford an ultimate rent of £12 per square foot. They disputed the council's calculation of market rent, claiming it was based on comparable commercial spaces in more expensive areas, inflating the value. The applicant has proposed £30/sqft. The Law Centre referenced other boatyards, such as Turks Shipyard in Chatham (£10/sqft) and Chichester Marina yard (£9.8-11/sqft), as more accurate benchmarks.
The proposed work includes demolition of existing buildings, renewal of infrastructure, new workshops and studios, covered boat repair areas, and a replacement crane. While the refurbishment aims to modernise the marina, the associated rent increases have sparked fears among existing businesses.

Further concerns were raised about a transitional service charge
and the potential loss of a community garden. The applicant has clarified that a service charge will apply and that this would be introduced on a transitional basis. There will be no service charges for the first two years, but a service charge will apply from year three onwards. At the 11 June meeting, the applicant committed to cover legal and professional fees, meaning businesses will no longer be required to pay the transactional fees that the council normally requires any new tenant to pay when entering into a lease. The Southwark Law Centre also argued that the community garden is an important space for the marina community, stating that it has been used for around 20 years and is the main space where the community comes to socialise and relax.
The report pack addendum noted that the applicant clarified that the existing amount of on-site storage will be retained, with temporary relocation during construction.
The Planning Committee will consider these representations as part of their decision-making process. The outcome of the planning application will have significant implications for the future of South Dock Marina and the businesses that operate there.
