Tower Hamlets Council's Cabinet has approved plans for the regeneration of the Harriott, Apsley, and Pattison (HAP) Houses estate, a project set to deliver 407 new homes and a community centre in Stepney Green.
The significant regeneration scheme, described as a flagship of the Mayor's Accelerated Housing Programme, will replace 100 aging properties with modern, energy-efficient homes. Of the new homes, 59 will be replacement properties for existing residents, with an additional 116 designated as affordable homes and 232 for open market sale to ensure the project's financial viability.
The scheme aims for a 45% CO2 reduction through the integration of sustainable technologies, including air-source heat pumps and photovoltaic solar panels. New landscaped courtyards, a pedestrian street connecting to Stepney Green Park, and community gardens are also part of the plans.
Cabinet granted approval to proceed with the development agreement and main works contract with Vistry Group, following a successful two-stage procurement process. Enabling works have already commenced, with construction set to begin in June 2026. Phase 1 of the project is anticipated to complete in June 2028, with Phase 2 finishing in May 2032.
Councillor Kabir Ahmed, Cabinet Member for Regeneration, Inclusive Development and Housebuilding, highlighted the project's community-backed nature, noting that 95% of residents voted in favour of comprehensive redevelopment in a 2020 ballot. He also emphasized that the project is not just about building more homes, but about building better homes
that will make a significant difference to residents.
The regeneration also includes the development of a new community centre, designed in collaboration with the Redcoat Community Centre & Masjid (RCCM), which will serve as a central facility for the estate.
