Tower Hamlets has officially launched its Future Places framework, a strategic document designed to attract investment and showcase the borough's regeneration ambitions.

The framework, endorsed by the council's Cabinet on Tuesday, March 24, 2026, outlines the council's vision for regeneration, highlighting recent achievements and fostering partnerships with potential investors and developers.

Launched at MIPIM in 2026, Tower Hamlets Future Places (THFP) aims to attract high-quality, sustainable investment aligned with the council's priorities, including affordable housing, job creation, and community benefits. The document identifies key growth sectors such as housing, innovation, finance, health research, creative industries, and the visitor economy, alongside strategic regeneration opportunities in areas like Canary Wharf, South Poplar, Whitechapel, and Brick Lane.

Mayor Lutfur Rahman stated that THFP aims to showcase Tower Hamlets as a borough experienced in supporting inclusive growth, with a strong track record of regeneration and ambitious plans for the future. He emphasized the council's commitment to attracting responsible partners who share the vision for public benefit and long-term regeneration.

The framework was developed in collaboration with Arup and involved extensive engagement with internal teams, neighbouring boroughs, TfL, the GLA, housing associations, and developer partners. Key messages from the framework include a focus on affordable homes, particularly family-sized units, improvements to public realm and community spaces, and the creation of affordable workspaces for SMEs and the voluntary sector.

Following the launch at MIPIM, the council will move into an active phase of shaping opportunities, building partnerships, and converting investor interest into tangible regeneration outcomes for local communities. To maintain engagement, the council will also be attending UK Reef and planning a London focus event in early summer to build on the initial traction. The council's regeneration team is actively engaging with developers and investors, with inboxes reportedly inundated since returning from MIPIM.
