Bexley Council's Finance & Corporate Services Overview and Scrutiny Committee has agreed to monitor the implementation of the Procurement Act 2023, ensuring ongoing oversight of its impacts.
The committee discussed the final report from the Procurement Act 2023 Task and Finish Group on Wednesday, March 25, 2026. The new legislation introduces publication requirements, mandating that all procurements over £30,000 must be advertised.
This change has led to increased supplier interest and engagement, prompting more suppliers to enquire about tenders.

Councillor Mrs June Slaughter MBE raised questions regarding an increase in Freedom of Information (FOI) requests, inquiring about their purpose and requesters. Ms. Morris, Director of Property and Facilities, explained that while there has been a slight increase in FOIs, they are often more complex, and a bit more detailed in their requests.
The meeting information did not specify the exact types of information being sought, nor does it consistently identify the requesters.
The increased supplier interest and the need to manage more detailed FOI requests suggest an increased administrative workload for the council. This includes making additional responses that we have to make
to suppliers. However, the specific impact on the council's procurement budget was not detailed in the meeting information.

Councillor Andrew Curtois, Chairman, noted that to maintain oversight of the Act's implementation and its effects, particularly on FOI volumes and inquiries, the committee agreed to add the topic to the work programme for the new council. They are also recommending a further review within 12 months to be considered by the new council.
This review will monitor implementation, its impacts, and the maturity of the national central digital platform.
The full details of the committee's discussions can be found in the Final report of the Procurement Act 2023 task and finish group.
